DEFINITION

Under general supervision of the Director of VITEMA and/or the Assistant Director of VITEMA, the Deputy Director of Human Resources and Labor Relations coordinates and engages in people-related services, policies and programs; assists and advises management about Human Resources issues and other supporting services territory-wide. Administrative and technical supervision is received from the Agency Head through conferences regarding unusual problems and analysis of program results, but the employee is expected to exercise considerable judgment and independence. Duties and Responsibilities

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Conducts studies, and research on a broad range of technical Human Resource assignments including budget information; monitoring of various required governmental programs and requirements (Worker’s Compensation, OSHA, FMLA, FLSA, ADA).
  • Conducts new hire orientation, introduction, and site tours. Coordinates and monitors exit interviews and addressed information appropriately.
  • Plans, organizes, and directs a comprehensive program of personnel services for the Agency.
  • Interprets personnel rules and regulations and Virgin Islands laws affecting employees of the Agency.
  • Coordinates the health insurance program initiatives, retirement program, Workmen’s Compensation and serves as a liaison with the Agencies administering the same.
  • Serves as a liaison officer with the Office of Collective Bargaining Office, and the Office of Management and Budget Office in all matters relating to personnel management.
  • Serves as a member of the government negotiation team in contract bargaining with unions representing management.
  • Serves as a consultant to senior and management staff in all personnel matters.
  • Works closely with senior management staff in manpower placing, staff training and program development.
  • Recommends revisions and improvement in the human resources division and provides technical assistance to the staff in dealing with or resolving specific problem areas.
  • Ensures compliance with laws, rules and regulations governing human resources and labor management relations. Recommends remedial actions to correct violations of non-compliance with appropriate laws, rules and regulations. • Performs special assignments as delegated by the Director.
  • Performs other related work as required.

Minimum Qualifications

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

Substitution of appropriate human resource management or closely related field experience may be made for the required college training on a one -to -one ratio such that the substitution does not go below an associate degree.
